The operation is in close proximity to the Aurora Dam and Reservoir, <br />as well as planned residential developments (Senac Cove, Heartland - <br />Sections 16, 21, 28, 33). The City hew several significant concerns regard- <br />ing the impacts of the proposed operation, end recammnsda the following <br />modifications to the application: <br />1. <br />and Aurora Reservoir - The upland mining areas in Section 11 and the <br />lowland mining in the Coal Creek floodplain will be visible from <br />Monaghan ib:preaeway which will follow the ridge between the Reservoir <br />and Coal Creek. 'ibis impact can be minimized through modification of <br />the slopes shown in the reclamation plan to simulate the natural <br />lardforms in the area, as opposed to the symmetr ce s open es <br />i~cated in the reclamation plan, which are incongruent with the <br />natural topography and will permanently scar the landscape. The <br />earthwork required for reclamation of the site should be aimed at <br />achieving visual compatibility with the surrounding area, and not just <br />to satisfy slope stability requirements. <br />2. A minimtml setback of 150 feet frao the western boarders of section 11 - <br />This is the Hayesmount Rd, alignment, which is designated as a <br />principal arterial with a 140 ft. right-of-way in the City's <br />Transportation Plan. A 150 foot setback will provide both the <br />necessary right-of-way for the roadway and an adequate setback to <br />protect the roadway. <br />3. <br />Arliacent to 100-Year Floodnlains" - The proposed inatream oi+-ing will <br />interrupt the natural sediment load and could result in substantial <br />dawnatream erosion and damage to roadways, powerlines and other <br />facilities along Coal Creek as well ea headcutting end related dammage <br />along tributary streams. Although the project area is technically <br />outside of both the UDFCD boundaries and Aurora's Planning Area, <br />
