SCOPE
This report presents the results of a preliminary geotechnical evalua-

tion for a proposed coal processing waste disposal area for Empire Energy
Corporation's No. 5 and No. 9 Mines, located near Craig, Colorado. The
report presents a description of surface and subsurface conditions exist-
ing at the site at the time of our investigation, our estimates of the
performance of foundation soils and bedrock, and recommendations for design
and construction of the proposed waste disposal facility. The report was
prepared based on conditions encountered in the field, results of laboratory
tests, and our experience with similar conditions.
PROPOSED CONSTRUCTION
Empire Energy Corporation presently has two active mines known as

"Mines No. 5 and No. 9" which are about seven miles south of Craig,
Colorado on Colorado Hiqhway No. 13. We understand continuous mining methods
are being used which produce coal which requires processing. We understand
the coal will be treated by a device known as a "Bradford Breaker". Par-
ticles entering the treating device will range in size from 5 inches to 2
inches. It is our understanding that particles smaller than two inches will
discharge through the device and the larger, coarse and harder particles
will be discharged into the waste disposal area. The material to be disposed
of will predominantly be fragments of shale, sandstone and claystone ranging
