SAMPLE LETTER
-C`''`' Seneca Coal Compan
Company
Dear Mr.
February 13, 1995
Seneca Coal Company and Peabody Western Coal Company have submitted a Mining and
Reclamation Permit Application to the Colorado Division of Minerals and Geology for the
proposed Yoast Mine located approximately seven miles southeast of Hayden. (see attached
map).
Under Section 2.05.5 and 4.03.2(1)(f) of the Rules and Regulations of the Colorado Mined Land
Reclamation Board, land owner comments and consent with regard to the proposed post-mining
land use must be submitted. A complete copy of the postmine land use and reclamation plan is
available at the Hayden Public Library, Colorado Division of Minerals and Geoloey. 1313
Sherman St., Denver, and the mine office.
Seneca Coal Company has developed a reclamation plan to return lands afFected by surface
mining to a stable and productive level in order to restore the pre-mining land uses of livestock
grazing and wildlife habitat. Through field trials and experience at the Seneca II and fI-~V mines
Seneca Coal Company has developed lists of adapted and useful species for inclusion in the
Yoast Mine revegetation plan, as well as appropriate reclamtion procedures. Please keep in mind
as you review the reclamation plan and the postmining land use plan, tha[ while the primary goal
• is to restore good livestock grazing and wildlife habitat, a number of other requirements have to
be met. Those requirements include erosion control, permanent vege[ation cover, maximum use
of native species, establishment of trees and shrubs, species diversity, and restoration of
productivity.
Seneca Coal Company plans to leave the main access road as pan of the post mine land use. This
road will provide limited access for the postmine land users. The retained portion of the road will
be 20 ft. wide and graveled. The side slopes and shoulders will be topsoiled and revegetated
where possible. (see attached map).
If you have any questions please feel free to contact me or Mike Altavilla, Engineering Manager.
or stop by the mine office.
If you agree with the proposed reclamation and postmining land use plan, please sign and return
the attached consent form by March I5, 199 [f you have any addition comments return them by
this date as well.
Thank you for your time and cooperation.
Sincere)
oR }~ .~.Karo
Reclamation Supervisor
Seneca Coal Company • P.O.
