Size and Configuration of Planned Operations <br />• <br />The small loadout facility was designed to size coal at the rate of <br />250,000 tons per year on a one shift per day, five day per week .basis. <br />However, at the present time, the facility is operating at an extremely <br />low rate of only 10,000 tons per year. No change in this low production <br />is anticipated in the next several years. <br />The area necessary to facilitate the loadout facility sizing operation <br />and associated structures is approximately 9.75 acres. The facility <br />will size and load coal which has been purchased from mining operations <br />in Northwest Colorado (Routt and Moffat Counties). <br />The facilities consist of a truck dump, conveyor belts, coal crusher, <br />screens, stockpiles ar.d a railroad loadout unit. Mt. Harris provides a <br />necessary and vital outlet market for small producers in the area; coal <br />is purchased for sizing and shipment to Mt. Harris customers. <br />• The area utilized by Mt. Harris for its loadout facility has been <br />historically used for industrial and residential purposes. Mt. Harris <br />leases the surface which the facility occupies. <br />After the facilities are no longer required for use (projected to be in <br />some 15 to 20 years), Mt. Harris will allow the area to remain as an <br />industrial site; therefore, the pre-Mt. Harris land use of industry will <br />remain. The objective of any reclamation or restoration practices will <br />be to regrade the surface and contrcl water and wind erosion. Since the <br />post-operation land use will be to leave the site for future industrial <br />purposes, all roads which existed previously and are now used by Mt. <br />Harris Coal Company will be left intact at the cessation of operations. <br />Reason for State Approval <br /> Without approval of this permit by the Colorado Mined Land Reclamation <br />. Division, coal sales from Mt. Harris would cease and its operation would <br /> be shut down. Jobs of its four (4) employees would be lost, and local <br />-3- <br />
