With respect to the Valco <br />T site my main concerns were the 2H:1 V slopes and clarifying the 10 acre disturbance <br />limitation so that the proposed financial warranty will be accurate. <br />With respect to the slopes, I can appreciate that you want to maximize resource extraction, <br />however, my personal experience is that these slopes rarely get properly reclaimed and <br />even 3:1 slopes often exhibit excessive erosive tendencies. Your observations that existing <br />slopes are that steep and appear to be stable is valid. I think some of the reason for this is <br />the underlying structure of these areas is often fairly resistant bedrock of some kind that <br />has undergone some natural terracing/depositional processes and often includes large <br />rocks on the surface that seem to provide a eco-niche for the establishment of shrubs, <br />trees and the like. Over time this slopes stabilize through a combination of the underlying <br />geology and vegetative establishment. So what I would propose is including some <br />language that addresses the steep reclaimed slopes as "critical planting areas" where <br />extra effort would be put forth to ensure that vegetation becomes well established including <br />a combination of underlying structural treatments such as compaction and rock placement, <br />surface treatments such as contour furrowing, land implanting, terracing, crimping mulch <br />and possibly adding a spray on tackifier, shrub planting, surface rock placement, etc. <br />With respect to the bonding calculations, a simple commitment to restrict disturbed areas to <br />10 acres or less should suffice. <br />Cail ore-mail with questions.
