r.., <br />Ru/e 2: Permits <br />1` <br />t ~ ~ • (2) Operations Description <br />%~ <br />•;• The life of mine operation plan for the Lorencito Canyon Mine is shown on Map 2.05.3-I, Mine <br />~ Plan. This map shows the planned schedule for the mine advance throughout the life of mine. <br />' Separate five-year renewals will be obtained and a performance bond will be posted as <br />necessary. The mine lease area comprises 17,862 acres while the initial permit area is 3,142 <br />acres. The actual surface disturbance azea associated with the operations will be approximately <br />,; ` 655 acres during the first five years of mining. <br />Life of mine operations will include underground mining at the P 1/ P2, P3, RI /R2, and R3/R 4 <br />portal sites (Map 2.05.3-1). Surface mining will also be conducted throughout the mine plan in <br />the northern portion of the property as indicated on Map 2.05.3-1, Mine Plan. Other surface <br />mine coal is available on the property, as well as coal that can be recovered by the high wall <br />mining method. Life of mine support facilities will include haul and access roads and shuttle <br />train loadout facility. Areas to be mined by year is indicated on Map 2.05.3-1. Table 2.05.2-1 <br />summazizes projected disturbance azeas for the first permit term (Yeazs 1 & 2) and part of the <br />second permit term (Years 3-7). Tab1e2.05.2-1a summarizes projected water needs for the life of <br />the operation. <br />2.05.3 OPERATIONS DESCRIPTION -FIVE YEAR MINE PLAN <br />(1) Production Methods and Equipment -Second Permit Term <br />Map 2.05.3-2 details mining plans for the gecond five-year permit term. Only surface mining <br />.will occur during the second permit term in the northeast quadrant of the property. Mining will <br />' ,commence in the northeast end of the ridge between Jeff Canyon and Cow Canyon (Jeff Canyon <br />Surface Mine).. As shown by Map 2.05.3-1, the ridge will continue to be area mined over the <br />next 5-yeaz permit term advancing from the northeast to the southwest. Support facilities include <br />a stockpile and loadout azea (with crushing and stacking equipment) constructed adjacent to the <br />Kern Valley Railroad (south side) that may be used for coal that can be direct shipped from the <br />mine site, haul and access roads, and portable office, warehousing and maintenance buildings. <br />All facilities and equipment to be constructed and operated are described in the sections below. <br />All coalbed methane wells located in the mine disturbance will be avoided or plugged and <br />abandoned by the gas production company. <br />(2) Operation Description -Second Permit Term <br />Surface Mine <br />Surface mining activities began in 2001 in the northeast portion of the mine area and proceeded <br />southwest (Map 2.05.3' 2). The azea to be disturbed during the second permit term will be <br />cleazed of trees brush and topsoil will be salvaged and stored in stockpiles. Overburden and <br />" interburden material will be moved to fill areas or used as back fill for previous pits. Overburden <br />'. material will be moved by a combination of methods which will include dozers, loader and truck, <br />and cast blasting. Production benches for each major coal seam will be approximately 150 feet in <br />width. A maximum of 1,500 linear feet of pit will be open at anyone time. <br />2.05-3 (Revised 10/29/03) <br />
