The material <br />will be placed in roughly horizontal lifts to minimize the length of time that any <br />given pazticle is exposed to the atmosphere. The first lift will be placed in the <br />lowest part of the disposal area in the western corner. Each succeeding lift will be <br />placed above the previous one, maintaining the four to one slope on the south- <br />westerly aspect and extending until the ground surface or the area boundary is <br />intersected in the other directions (see cross section A-A', Fig. 13.1.3). <br />The prompt and effective compaction of the waste material that does <br />not meet eligibility requirements for 30 CFR 817.74 is an essential feature of this <br />plan. The long term stability of the pile has been analysed based on the assumption <br />of 85% maximum density and the prescribed factor of safety (30 CFR 817,71) may <br />not be achieved without this density. The fraction of rainwater which infiltrates <br />into the waste material is a function of, among other things, the compaction of the <br />• material. Furthermore the rate at which groundwater could infiltrate into the <br />waste is reduced with increased compaction. <br />As the disposal pile is raised. the final slope will be graded to final grade <br />as shou-n on Figs. 13.1.4 and 13.1.5 and covered with topsoil as such becomes <br />available from removal in advance of the waste material placement. Those portions <br />of the slope which have been covered with topsoil will then be revegetated as <br />discussed in the reclamation plan. Prompt completion of reclamation procedures <br />will minimize siltation and thereby reduce the frequency of sediment pond cleanout. <br />13.4.2.1 Fire Prevention -See Page 13-16b <br />13.5 RECLAMATION PLAN <br />The reclamation plan provides for the reestablishment of an ecosystem <br />that is compazable to vegetation cover and production that currently exists. This <br />plan has been formulated through the use of site-specific baseline vegetation and <br />sail inventories. The reclamation plan outlines the surface restoration and revege- <br />tation procedures for the areas that will be disturbed by the construction of a refuse <br />• <br />13-16a <br />
