Right, Change of Water Rights and Approval of Plan for Augmentation will be obtained
from the District Water Court for the mining activities. In the unlikely event that the
application is not accepted prior to beginning grading activities required as part of the
reclamation efforts, sufficient overburden will be saved to grade the excavation area to an
elevation of at least 2 feet above the seasonal high ground water elevation.
HAUL ROAD -The primary roads and access serving the site are well maintained and are
in good repair. Access to the site is gained from U.S. Highway 50. Given the maximum
production of the extraction process coupled with available trucks and scrapers it is
estimated that a peak of 450 loads per day will utilize the haul route during maximum
production periods. Because of the location of the site in respect to the highway project,
haul trucks and/or scrapers will not need to utilize the highway's existing paved lanes or
any other public roadways to deliver the material. Additionally, flaggers and other traffic
control devices will be utilized throughout the life of the project.
Two types of trucks will be used; 30 yard dump (rock) trucks with a capacity of 40 tons and
25 ton capacity belly dump trucks. Scrapers have a capacity of 16 to 1 S cubic yards.
In order to control dust on the haul routes and within the extraction area, water will be
used. Dust control measures will be conducted on an a continual basis. The water source
will be that which is also used for highway construction purposes and will hauled to the site.
OTHER USES - In addition to the above listed activities the following are also ancillary to
the extraction activities:
^ Parking for workers
^ Portable office and lab
^ Equipment storage and maintenance
^ Portable toilets
There will be no permanent storage of oil, fuel or hazardous material within the permit
boundary. Since the storage of these products is temporary, earthen containment dikes
will be constructed around the containers. Dikes will constructed in a fashion to contain
at least 110 percent of the volume of the largest storage vessel within the containment
area.
