Natural Resources <br />This Exhibit E, dated August 7, 1981, is an update and an expansion of <br />the plan submitted and approved in 1978. It is not intended to replace <br />Exhibit E or the approved plan, but rather is to supplement it. Included, are <br />those areas added via technical revision. Where appropriate, areas are broken <br />down into sub areas and/or a summary status included. <br />Area #1 <br />Dump site located in the NE-1/4 of the NW-1/4 and the SE-1/4 of the <br />NW-1/4 of Section 25. An area of 30.00 acres. This dump has been permitted <br />by the Garfield County Commissioners after review by the Mined Land Reclama- <br />tion Division (HERO). The stability of the 8.8 million cu. yd, site is dis- <br />cussed in "Environmental Considerations For a Proposed Mineral lJaste Disposal <br />Pile in Logan Wash" a copy of which is attached and incorporated herein. The <br />slopes of this dump will be at the angle of repose, which is 36-38 degrees <br />(approx. 1.04:1). The surrounding natural talus slopes lie at the same angle. <br />The stability of this dump is discussed in the attached report just men- <br />tioned. <br />Slumping and sloughing are terms generally used for beds of soft mud, <br />sand, and ooze that may slide when they are completely saturated. Raw shale <br />does riot fit this description and due to its angular texture will be stable at <br />slopes of 1.5:1 or flatter (horizontal: vertical). Slumping and sloughing are <br />not a concern with shale having particle size precluding saturation and <br />movement; in any event, they are not a concern in a semi-arid setting such as <br />that at Loyan Wash, The dump will be similar in appearance and stability to <br />the talus slopes of the same material which are common in the area. <br />keclamation will not beyin until after the dump is filled to capacity <br />since the slopes and benches will be actively building and advancing during <br />
