(American Soda) wishes to take this opportunity to acquaint the <br />Colorado Department of Natural Resources, Division of Minerals and Geology, with <br />recent developments in local permit forums for the Yankee Gulch Sodium Minerals <br />Project. <br />On March 11, 1999, the Garfield County Planning Commission by unanimous vote <br />recommended approval of the Special Use Permit for the Parachute Processing Facility to <br />the Garfield County Board of Commissioners. On April 6, 1999, the Garfield County <br />Board of Commissioners by unanimous vote subsequently approved both the Special Use <br />Permit for the Parachute Processing Facility as well as the Special Use Permit for the <br />Railroad Spur from the I-70 corridor to the Parachute Processing Facility. <br />Similarly, on March 18, 1999, the Rio Blanco County Planning Commission by unanimous <br />vote recommended approval of the Special Use Permit for the Piceance Mining Facility to <br />the Rio Blanco County Board of Commissioners. A hearing before the Rio Blanco County <br />Board of Commissioners is scheduled for April 12, 1999, to consider approval of the <br />Special Use Permit. <br />American Soda has worked diligently to identify and proactively resolve issues important <br />to the residents and local governments of Garfield and Rio Blanco counties. American <br />Soda has also held open public meetings in Rangely, Meeker, Rifle, Battlement Mesa, <br />Parachute, and Glenwood Springs to discuss the proposed project with the public. As a <br />result of these and similar efforts, the Yankee Gulch Sodium Minerals Project enjoys broad <br />local and regional support from the communities and residents of Garfield and Rio Blanco <br />counties.
