11/23/2004 00:35 3036598194 MIKE LLOYD PAGE 06!14 <br />Exvlanation of Conditional Use Request <br />The Tucson South Resources Gravel Mining Site is 290+ acres proposed for mining and reclamation <br />by Aggregate Resources industries-WRC, Inc, (AI). Approval ofthe Minim and Reclamation plan <br />from •the Division of Minerals and Geology of the State of Colorado has been submitted, and is <br />ex erred to be approved i S tember, 2004, AI is initiating this Conditional Use request to Adams <br />ounty forsan and gravel mining an the property. The property is located north and south of SH7 <br />on both sides of Tucson Street in Sections 1 and 12 Township 1 S, R67W. The property consists of <br />County Assessorl?arcelNo.s 1571-O1-0-00-O1 b, 1571-01-0-00-029,1571-01-0-00-033,1571-0{-0- <br />00-034,1571-01-0-00-035,1571-01-1-00-002,and 1571-1Z-0-00-OOb.Thepropertyis located south <br />of .Al's 132± acres existing. Tucson Pit }orated at the southeast cornerof Tucson Street and 1.68'4 <br />Ave, (Weld County Road t~2), where mining is being completed. The existing Tucson Mine was <br />condemned by tha City of'];hornton and is a slurry wall sealed water storage reservoir. A copy of <br />the Exhibit B- Index Map from the DMG application is copied on the next page for reference to <br />locate the involved properties. <br />The after use of the Tucson South Resources Gravel Mining Site is a Water Storage Reservoir A <br />(8 ]± acres) and an upland meadow area on the east side of Tucson Street (East Area on Index Map), <br />a Watei• Storage Reservoir B (65± acres) and a large uplandlmeadow area west of Water Storage <br />Reservoir S on the west side of Tucson Street (West Area on Index Nlap), and an upland/meadow <br />azea, farming, or wetlands area on the south side ofSH7 (Southwest Area on Index Map). The two <br />Water Storage Reservoirs are to be enclosed by one slurry wall, and both will be owned and operated <br />by the City of Aurora upon completion of mining and reclamation of each reservoir area. The total <br />Mme for cdmnt ion of all mining is expected~t t1akefrom ID to 12 veazs, and tin to another 5 years <br />until December 31, 202.1 at a maximum to complete all reclamation activities. <br />The Mining and Reclamation Plan have been submitted to the State of Colorado's Division of rl7ineral <br />and Geolos~y, and it is anticipated the State's Permit his ould be approved around the end of 2004. <br />Some major aspects ofthe proposal submitted to the State are as o ows: <br />l : ' The first area of minima will be the Water Storage Reservoir A area, designated the East Area <br />on the Exhibit B-Index Map. AI is requesting of the City of Thornton to allow the existing <br />plaai on the Tucson Mine to continue to operate and process mined material tiom the Water <br />Storage Reservoir A area, The southern 27+_ acres of the ezistine Tucson Mine will be <br />included in the Tucson South Resources Gravel Mlntng rte nort o t e Watei• Storage <br />Reservoir A area in order to corplete reclamation of this area. after the remainder of the <br />Tucson Mine property is turned overto the City oCThornton. This 27~ acre area is not within <br />the existing slurry wal] of the Tucson Mine's water storage reservoir. Nor will it be within <br />the proposed slurry wall for Water Storage Reservoirs A and 13, that will be owned and <br />operated by the City of Aurora, The 27± acre silt water pond area, north of proposed Water <br />Storage Reservoir A, will he reclaimed as upland/meadow or wetlands area once it is filled <br />with silt materia( to an elevation sufficient to create either an upland/meadow or wetlands <br />area. <br /> <br />
