Al Klein <br />Page 2 <br />• like to obtain a permit for Northern No. 1 and Rienau No. 2 <br />Mines in operational modes, though the mines have been placed <br />on Temporary Cessation of Operations, and are waiting on stand- <br />by until the coal market improves. (See page XVI following) <br />During a meeting with the State, we determined that the best <br />way to handle this would be for Northern to be granted a partial <br />approval of the mine plan submitted in June of 1980. In other <br />words, the State will proceed with its review of the mining <br />and reclamation plan application submitted in June of 1980 <br />directing its review specifically to the Northern No. 1 and <br />Rienau No. 2 h4ines and grant a partial approval. <br />You have brought to our attention that with the post-submittals <br />of completeness reviews, apparent adequacy reviews and adequacy <br />review responses, approved modifications of the Rienau No. 2 <br />Mine, and with the withdrawal of the Northern No. 2 and No. 3 <br />Mines and Milkcreek Loadout from the permanent program permit <br />process, that the entire permit has become cumbersome. To aid <br />the State and all other agencies in the review and permitting <br />process, the June of 1980 Mine Plan Application has been modi- <br />fied and replaces the original application for partial approval. <br />The modifications consist of: <br />a. removal of most references to the Northern <br />#2 (P), Northern ~i3 (J), Central Shop, and <br />Milk Creek Loadout. (Some items referencing <br />the above are unavoidably integrated within <br />the permit presenting you with more infor- <br />mation than is necessary). <br />b. Insertion, in appropriate subject sections, <br />of responses to: <br />i. CMLRD's Apparent Completeness <br />Review - 3/2/81 <br />ii. OSM's Apparent Adequacy Review - <br />4/24/81 <br />iii. CMLRD's Technical Adequacy Review - <br />6/14/82 <br />The table of contents proceeding each section note most <br />modifications. Documents that continue to be referenced <br />are: <br />a. Rienau #2 Mine Approved Plan and Approved <br />f Production Increase Modification <br />b. AVF Study <br />c. Hydrologic Monitoring Data Books <br />d.
