4-30-03: ~2: 43PM;
as mining activities will disrupt all species that live and nest in this area. This habitat is
the home of many birds of prey, including but not limited to eagles, hawks, and owls.
It is also a nesting area for numerous song birds and provides cover for pheasant, quail
and wild turkey.
This area also has a wetland component at the east end on Mr. Randy Wolfe's property.
It is our concern that since this small wetland area is down-gradient from the mining site,
it will dry out further. It is our strong belief that wildlife habitat will be adversely affected
in a substantial way, contrary to the Hall-Irwin Corporation's study that concludes little
affect on wildlife.
Permanent Man Made Structures
Since the proposed pennit zone has been adjusted, to remove the 35-acre area across
from our homes from the plan, we reserve the right to object regarding the processing
area.
We planned to submit substantial complaints, as we were within 200 feet of the project's
southern boundary. We have been assured by the Hall-Irwin Corporation that this ground
will be'removed from their amended application and that the processing azea will be sited
at the west end of the mining area.
Additionally, our economic study predicts a 20% + -, decrease in our property values due
to the adverse affect of the project on our neighborhood. The open green space provided
by the agricultural use of the land produces a value increasing environmental amenity.
With the loss of this amenity, replaced with large, dusty, excavated areas, our
neighborhood is facing a two part stealth tax levied only on the pre-existing homeowners.
Commercial Impact
There are two large dairy operations located along road 471/2, approximately'/a of a mile
south of the mining site. The dairy industry in Weld County has placed the county into
one of the top counties in the U.S. for producing fluid milk .The economic importance of
this industry extends well beyond the physical dairy plant.
We are fearful that if the wells available to these businesses aze adversely impacted, then
further economic deprivation will occur.
Summary
We hope the Boazd will consider our objections to this project in a posirive manner. Also
we hope the Boazd will take appropriate steps to protect and promote the health, safety,
and general welfare of the people living, working and visiting in our neighborhood.
Richazd C.
