Counties could submit to the Reclamation Board a master map <br />of their County showing existing gravel operations and a <br />single sheet stating location (i.e., TlIS, R6SW,.Sec 12, <br />NW k), owner, operator, estimated time~of.final operation, <br />simple reclamation statement such as: "will be used for <br />building site", "will slope and level pit and banks to <br />owner's approval and reseed with native grasses." <br />2. Counties should have authority to grant or deny new gravel <br />extraction permits at their regular public board meetings. <br />When a permit is granted, a copy of location, etc., would <br />be sent to the Reclamation Board to be posted on the master <br />map and the files. <br />These simple processes would give the Reclamation Board a conti- <br />nuously current record of all sand $ gravel pits per County. <br />both private and public as the Counties }gave to pass on their <br />own permits at public meetings. <br />I think this County control would give you the compliance and <br />policing actions with the proper built-in flexibility to make <br />your rules and regulations workable Statc-wide. <br />Fach County would he automatically policed by the citizens, as <br />they are now. If they see something in their County they are <br />concerned about, they cal..l their Commissioners, and the Commis- <br />sioners listen. Also, I feel that the fees for permits and <br />annual renewals will help deter Counties from having more pits <br />than absolutely necessary. <br />The Reclamation Board, as a result, would then be able to con- <br />centrate more on the large strip mining operations in the State. <br />including large quarrry operations for rock, etc., without undue <br />burden of tl~e additional paperwork for all parties involved. <br />Sincerely, <br />hlark D.
