• Topsoil Redistribution <br />Proper site preparation will precede reapplication of topsoil and subsoil in all reclaimed <br />azeas. Areas disturbed by mining will be subjected to final grading, but will remain in <br />rough condition to assist stability and resist slippage of topsoil after reapplication. <br />Leaving the graded surface in a roughened condition will also improve moisture <br />permeability between the soil/spoil interface. Compacted areas such as roads will be <br />ripped to a depth of 18 inches. <br />The timing of topsoil and subsoil reapplication will be dependent on completion of <br />backfilling and grading. It will be advantageous for reapplication to take place just prior <br />to fall or spring seeding windows. Topsoil and subsoil will be removed from stockpiles <br />using front-end loaders, dozers and trucks. Subsoil will be spread evenly over spoil using <br />dozers and motor graders working along the contour wherever possible. This will be <br />followed by reapplication of topsoil over subsoil using the same technique and <br />equipment. Areas with steep slopes such as the contour mining areas in Lorencito Canyon <br />may preclude redistribution along the contour. Topsoil will then be graded to ensure a <br />uniform and stable thickness consistent with reclamation and revegetation requirements. <br />Prior to seeding, topsoil will be chisel-plowed in order to alleviate compaction and <br />promote water infiltration. <br />Prior to reapplication of stockpiled topsoil and subsoil, representative samples will be <br />• subjected to physical and chemical analyses as required by sections 4.06.2(4) and 4.06.5 <br />of the regulations. Nutrients or other soil amendments will be applied to soil and <br />overburden materials to be used in reclamation if testing indicates deftciencies. <br />Sampling of replaced soils will take place within one year of reclamation. Samples from <br />depths of 0-12 inches and 12-24 inches will be collected on 500 foot centers throughout <br />reclaimed areas. Analyses of the physical and chemical parameters listed in Section <br />4.06.2(4) of the regulations will be conducted. Atwo-foot thick veneer of low SAR <br />(sodium adsorption ratio) growth medium will be spread over any azeas where the SAR <br />exceed 15. <br />In general, all topsoil and usable subsoil stripped and stockpiled for each facility will be <br />redistributed evenly across that facility. In the unlikely event that a significant surplus of <br />soil has been stockpiled in a specific location it will be utilized in the reclamation at a site <br />deemed to have a topsoil deficit. For the Jeff Canyon Surface Mine, it is estimated that <br />approximately 0.85 feet of topsoil and subsoil (an average of 0.7 feet stripped plus a 20% <br />swell factor) will be evenly respread over the reclaimed area. Additional usable soil may <br />be recovered from areas where mapping shows that less soil or no soil is available. <br />Recovery of this additional soil during stripping will increase the thickness of the <br />respread material. <br />n <br />U <br />LorencitoPmt-PMT(475)Nov2002.wpd Z.OS-59 (revised 2.19.03} <br />
