Installation will either be backfilled in the fan portal or placed at the toe of the <br />portal bench to be adequately covered by subsequent backfilling. <br />The specific structures to be removed were previously identified in Section 2.04.3, <br />Operation Plan -Permit Area under the subtitle "Mine Facilities". This section also <br />addresses removal and disposal methods for each specific structure. <br />Sealing_of Underoround Ooenings <br />Upon completion of mining, all underground openings including portals, boreholes <br />and wells will be permanently sealed unless they are to be utilized in conjunction <br />with ongoing monitoring or approved postmining land uses. Methods for sealing <br />boreholes and monitoring wells are discussed in Section 2.02, Coal Exploration, <br />later in this section, and in Section 4.07. <br />The five (5) Southfield Mine portals and the south fan portal were permanently <br />sealed upon completion of mining to prevent access and provide a hydrologic seal <br />to prevent surface drainage from entering the underground workings. Mine <br />portals were sealed by filling the entries with compacted, incombustable material <br />for a distance of at least 25 feet. In order to assure the long term integrity of the <br />portal seals, EFCI, as part of the MSHA Roof Control Plan, maintained adequate <br />barrier pillars in adjacent areas and utilized timber cribs, posts or other <br />appropriate means inby the portal seals to prevent significant caving which might <br />affect the seals. <br />MR-50 2.05.4-7a Revised -July 2003 <br />
