Establish a cement grout seal approximately 20 feet above and below any <br />water-producing zone. (Note: Where boreholes or wells extend into open <br />mine workings, a suitable expanding plug or packer will be used to contain <br />and support the initial cement grout seal until it sets-up, and expanding <br />grout will be used to assure a tight seal.) <br />Backfill the remaining intervals(s) with cuttings or other suitable material <br />to within ten (10) feet of the ground surface using a tremmie line to <br />prevent material bridging <br />Establish a cement surface plug from the top of the cuttings to <br />approximately three (3) feet below the ground surface <br />• Cut-off any surface casing below grade <br />Mark the well location with a steel fence post <br />Backfill the remainder of the hole with cuttings or other suitable material <br />and regrade and revegetate the associated surface disturbance area <br />Compliance with Applicable Air and Water Oualit~Regulations <br />EFCI's ongoing mining and reclamation plans have been designed to effect <br />compliance with applicable air and water quality regulations. Compliance is <br />effected by a variety of control and mitigation measures and is documented by <br />comprehensive monitoring programs. <br />Compliance with applicable Federal, State and local water regulations is a result <br />of design and implementation of the comprehensive drainage and sediment <br />control plan, as described in this permit text and detailed by Exhibit 19, Drainage <br />and Sediment Control Plan. Ongoing monitoring programs, and operation under <br />the provisions of NPDES discharge permits (Permit Nos. CO-0036595 and CO- <br />0037109) issued by the Colorado Department of Public Health and Environment <br />are also important components of EFCI's ongoing compliance efforts.
