Depth of mining will be about 2~ <br />feet, at which depth no groundwater exposure is expected. Processing and most product stockpiling is limited to <br />occur on one of the phases. Total disturbance will be limited to 28 acres, including the processing area and <br />roadways. Activities and processing being proposed include screening, crushing, stockpiling, asphalt botching and <br />concrete botching. All structures involved in the processing and .neighing of material will be portable. <br />RECLAMATION PLAN <br />Reclamation is proposed to attain apost-mining land use of rangeland, and is to be tamed out in phases concurrent <br />with mining. Topsoil +vill be salvaged prior to mining and replaced on areas which will not be further disturbed by <br />mining, at an average depth of 4 inches. Final slopes will be 3:1, with a level pit floor. Seed mix proposed consists <br />of Russian wildrye, Western wheatgrass, Tall wheatgrass and Thickspike +vheatgrass. The initial estimated bond <br />amount for this operation is $64,260.00. <br />STAFF RECOMMENDATIONS <br />DMG staff have determined Utat the operator has demonstrated compliance with CRS 34-32.E-I 15(4), which <br />involves [he submittal of complete and adequate operating and reclamation plans and all other required exhibits <br />within the application materials fora 112 permit. <br />Therefore, staff recommend that the Board approve the 1 12 permit application for the Colorado Gravel <br />Products Pit. <br />This is a private operation, with an estimated bond requirement of $64,260.00. Staff have not identified any <br />conditions to be attached to t}te approval of this application. There are no outstanding violations or uncompleted <br />corrective actions. <br />DMG staff received one letter of objection during the public comment period. A copy of the letter follo+vs this <br />presentation form. It is staffs position Utat all issues raised in the objection letter are non jurisdictional. <br />All applicable t~mefrantes have been complied with by the applicant and by the Division during this review period. <br />The applicant had submitted adequate and complete responses to all required issues, by the end of business on the <br />Division's decision date. The applicant had provided receipts shoving proof of filing all materials pertinent to the <br />application +vith Ute county clerk and recorder, as well as providing proofs of all required notifications. All <br />documents and proof of dates are part of the public file for this application. <br />
