<br />Minutes, March 22-23, 1989 PAGE 10 <br />At the Board's request, htr. R. Cohen presented his qualifications: <br />conducted research on acid mine drainage and mining related problems <br />concerning water quality; worked extensively wi ~ North Clear Creek and <br />Clear Creek Basins and the Blackhawk Central City Superfund Site, <br />addressing problems associated with metal generation, sulrate and acid <br />generation from tailings in that region. Currently funderi for E300,000 <br />from the EPA Section of Emerging Technologies, for the construction of <br />a new treatment process for mine drainage on the Big Five Tunnel in <br />Idaho Springs; wrote his first report on mine drainage in 1974; worked <br />inconsistently associated with the implications of mine drainage over <br />water quality (when with the U.S. Geological Survey) of waters from <br />West Virginia and Pennsylvania and the primarily coal mined area of the <br />Shannadoah River and the Potomac River Basin. His academic background <br />includes a B.A. in Biophysics/Temple U. and a Ph.D./Univ. of Virginia <br />(he teaches Water Quality and a part of Geochemistry). Mr•. R. Cohen's <br />knowledge of revegetation was derived mostly from attending meetings <br />and reading related literature/books. <br />Mr. R. Cohen addressed the issue of the core samples testErd and <br />answered questions from the' Board. <br />Mr. Joe Gallegos, from Costilla County, addressed the Board regarding <br />his concerns with the buttress wall, amount of water needed for the pit <br />and revegetation. <br />Mr. Charlie Jaquez. a Teacher from Costilla County, addressed the <br />Board. He presented slides of the mine and surrounding area <br />(ATTACHMENT G); discussed problems with the haul road, drainage and <br />f oo tng rom the snow-melt (ATTACHMENTS Hl & H2 - six (6) snapshots of <br />different areas in San Luis wen expertenctng snow-melt/flooding). Mr. <br />Jaquez also presented a Master Drainage Study for San Luis, including <br />Watershed Boundary Maps, prepared by the Costilla County SCS and a Map <br />of the Floodplain - prepared by the Colorado Water Conservation Board <br />in December, 1988, to which he referenced (ATTACHMENT I). <br />Mr. Joe Villapondo addressed the Board, regarding the inaaequacy of the <br />Emergency Response Plan, which was received by the Division on March 18 <br />and by San Luis representatives on the evening of March 21, 1989. Ptr. <br />Villapondo addressed what they felt were inadequacies in the Plan, <br />including: 1) a flood could burst dams that are in place, 2) the <br />120,000 pounds of cyanide stored in the 40 flow bins could be picked up <br />by a flood and/or wind, 3) telephone lines, even underground wiring, <br />could be disabled - need an alternate means of canmunication, 4) phone <br />numbers - need phone numbers of individuals with expertise in cyanide <br />spills, 5) the means for evacuating residents is not clear, 6) gas <br />masks - people need training in usage, 7) emergency shelters - location <br />of these should be established/published, etc. <br />
