2.05.4 (2) RECLAMATION TIMETABLE <br />CEC is intent on the discontinuation of coal mining operations at the Keenesburg <br />Mine, and the continued progression of the site to serve instead as an ash and <br />mine waste rock (A/MWR) disposal facility. This transition is an integral part of <br />the reclamation process. The azea previously referred to as A-Pit, and the access <br />roads (formerly haul roads) to A-Pit have been fully reclaimed. Other areas, <br />including the south end of B-Pit, are in various stages of reclamation. The <br />Evaporation Ponds which were located in the northwest comer of the Permit area, <br />and the Tipple facility formerly located in the northeast part of the Permit area <br />were removed and reclaimed during 1994 and 1995. CEC continues to work <br />towazd total recl.~unation of all azeas not directly related to the ongoing E./MWR <br />disposaUreclamation operation in B-Pit. <br />At the present annual A/MWR disposal rates, about two (2) acres per yeaz aze <br />backfilled and graded in the pit disposal azea. However, the placement of topsand <br />on such small areas often restricts normal heavy equipment movement. CEC <br />believes that when an azea of approximately 10 acres has been backfilled and is <br />readily available for topsanding, fertilizing and final revegetation seeding, it <br />should then be done. CEC has demonstrated that this opportunity will occur only <br />once or twice during each 5-yeaz permit renewal period. The largest acreage <br />parcel to be reclaimed and seeded will likely be linked to the last year of A/MWR <br />disposal, which is now estimated to be 2020. The remaining stockpiled-soils and <br />the facilities areas will also be ready for final reclamation at or about this same <br />time. <br />CEC has been granted a variance on performing contemporaneous reclamation for <br />the B-Pit area until March 2009. This variance may need to be extended for <br />additional time periods, depending on the continued rates of A/MWR disposal and <br />the extent to which the "air space volumes" require further disposal activity to <br />achieve the final reclamation contour configuration for the site. <br />Based on agreement between CEC, CDMG, Weld County Department of Health <br />and Colorado Department of Public Health and Environment, memorialized in <br />Technical Revision 32, the East Perimeter Ditch, the West Perimeter Ditch and <br />Sediment Pond 2 have }oined the previously apgroved Dugout Pond as <br />permanently retained surface features following mine closure. <br />CDMG is formally apprised of the status of reclamation activities at the <br />Keenesburg Mine through the Annual Hydrology and Reclamation Report (AHR <br />Report). This report is prepazed and submitted by CEC at the end of February of <br />each yeaz, unless otherwise agreed. The report addresses the previous calendar <br />yeaz's reclamation, and includes (among other things); a vegetation monitoring <br />report, copies of all ash sampling analyses, a disposal activities report, a mass <br />balance calculation and a summary of reclamation activities. <br />117 03/04 <br />
