Connell used a 35 foot setback for the west side of the property and portions of the north and
south sides. For the remaining perimeter of the property a 50 foot setback was used because of
the installation of the French Drain System and the relocation of Boxelder Ditch on the east side
of the property. These setbacks are labeled on Exhibit C.
Methods of Minine
Connell will use the same mining techniques as they presently use at Wellington Downs (Permit
No. M95-035). The operation will be open pit dry mining. Well points will be installed on the
property to begin dewatering operations. These will be discontinued afrer lining the perimeter is
completed. Mitigation of groundwater impacts is discussed in Exhibit G.
Dozers, scrapers, haul trucks and/or rubber tired front end loaders will be used to first remove [Ite
topsoil and overburden. They will strip enough land to keep ahead of the mining progress. The
topsoil and overburden will be stockpiled on the west side of the pit or used to backfill. The
same equipment will be used to mine the sand and gravel and transport it to the processing area.
Depending on economics, portable deed conveyers may be placed m the bottom of the pit and/or
haul units will be used for transporting material to the wash plant and asphalt plant.
Material for processing will be crushed, screened (sorted), and then conveyed to stockpiles. The
crushing and screening facilities are portable and will be moved with the mining progress. 7~hese
processing facilities will be placed in either the pit bottom or on higher ground, depending on
what is more functional at the time.
Some of the processed material will be washed. The washing facilities will be located on the
north side of the property near the proposed site for the asphalt batch plan[. Sediment ponds
located adjacent to the wash plant will be used for recycling water.
Description of Eguiament on Site
The equipment used at this operation is typical of what is used at sand and gravel mining
operations. Connell will transfer the equipment from the Wellington Downs operation to this
operation. The majority of the stationary equipment will be placed on the north side of the
property. Connell's equipment list includes but is not limited [o [he following:
Processing equipment
-Crushers, Screens, Field Conveyors, Asphalt batch plant, Wash plant and sediment
ponds.
Earth moving equipment
-Tractor trailers, Dozers, Front end loaders, Scrapers.
Miscellaneous
-Dewatering pumps, Foreman trailer. Maintenance equipment, Sanitary facilities, Water
trucks, Truck scale.
