u <br /> <br />adjacent terrain and to meet natural-drainage restoration standards; <br />f. Cut slopes will be shaped to blend with the natural contours; <br />g. Terraces will be constructed as necessary to prevent excessive erosion and to provide <br />long-term stability in cut-and-fill slopes; <br />h. The regraded area will be covered with topsoil in accordance with the approved <br />reclamation plan; <br />i. Unless otherwise authorized by the Division, all road-surfacing materials will be <br />removed, hauled or conveyed and disposed under 4.11.4. <br />Light-Use Roads There are slightly over 3 miles of existing and proposed light-use roads at the 11-W <br />mine. This is a conservative estimate, because as shown on Exhibits 73-2 and 2A, Surface Hydrology, <br />the light-use roads extend from the topsoil stockpiles to the mining limit or to the nearest haul road <br />rather than to the approved disturbance boundary. These roads are or will only be used on an <br />intermittent basis for purposes other than transportation of coal including, but not limited to, roads <br />used for monitoring and periodic maintenance of monitoring facilities and reclamation areas, access for <br />scrapers to and from topsoil stockpiles, or other occasional use. <br />Genera{ Requirements SCC will construct, maintain and reclaim light-use roads to minimize erosion and <br />siltation, air and water pollution and damage to public and private property. To the extent possible, <br />using the best technology currently available, light-use roads will not cause damage to fish, wildlife, or <br />related environmental values and will not cause additional contributions of suspended solids to <br />streamflow or to runoff outside the permit area. Any such contribution shall not be in excess of <br />limitations of State or Federal law. The locations of existing light-use proposed roads are shown on <br />Exhibit 12-2 and a typical cross section is shown on Figure 13-6. <br />Location. SCC will locate light-use roads on ridges or on a stable slope in order to minimize erosion. <br />No light-use road will be located in the channel of an ephemeral stream where the upstream watershed <br />is larger than one square mile or in intermittent or perennial streams unless specifically approved by the <br />Division. Stream fords of an ephemeral stream when the upstream watershed is larger than one square <br />mite and intermittent or perennial stream will be approved by the Division before construction proceeds. <br />All other stream crossings will consist of culverts in flowing streams, consistently wet areas, and in <br />ephemeral channels as necessary to allow pas sage and to minimize disturbance of the hydrologic <br />balance.
