Road cut slopes will not be steeper than 1v:1.5h in unconsolidated material or 1v:0.25h in rock. <br />• Embankment. fill slopes will not be steeper than 1v:2h, except where embankment material is a <br />minimum 85 percent rock. Embankment slopes will not be steeper than tv:1.35h unless it has been <br />demonstrated to the regulatory authority that embankment stability will result. The minimum safety <br />factor for all embankments will be 1.25. <br />All vegetation material and topsoil, as determined under 4.06.2, will be removed from beneath the <br />design roadbed, shoulders, and surfaces where associated structures will beplaced, and will be stored <br />in accordance with 4.06.3. <br />Embankments will not be constructed on side slopes steeper than 1v:3h or 33 percent unless the <br />existing ground is plowed, stepped or if in bedrock, keyed in a manner which increases the stability. of <br />the fill. <br />Material used for embankments will be reasonably free of organic material, coal or coal blossom, frozen <br />materials, wet or peat material, natural soils containing organic matter or any other material considered <br />unsuitable for use in embankment construction by the Division. Excess or unsuitable material from <br />excavations will be disposed in accordance with 4.09.1. - <br />Material for construction of embankments will come from the vicinity of the mining area and will be <br />non-toxic and of a non-acid producing nature. <br />Material containing, by volume, less than 25 percent of rock larger than 6 inches in greatest dimension <br />will be spread by scrapers or dozers in successive uniform layers not exceeding 12 inches in thickness <br />before compaction. <br />When the material Tor an embankment consists of large size rock, broken stone, or fragmented material <br />that makes placing it in 12 inch layers impossible, the embankment wilt be constructed in uniform <br />layers not exceeding in thickness the approximate average size of the rock used, but the layers will not <br />exceed 36 inches. Rock will be distributed by blading or dozing in a manner that will ensure proper <br />placement in the embankment, so that voids, pockets and bridging will be reduced to a minimum. The <br />final layer will meet the requirements of 4.03.21311dllivl. <br />Each layer of the embankment will be completed, leveled and compacted before the succeeding layer is <br />placed.
