1.0 INTRODUCTION <br />1.1 Background <br />On December 21, 1983, In-Situ, Inc. received from Getty Oil <br />Company a request for proposal for a study to analyze and evaluate <br />water quantity and quality conditions in streams in the Twentymile <br />Park area, Routt County, Colorado. In-Situ, Inc. was selected to <br />conduct this study, which consisted of formulation, design and <br />implementation of an empirical computer model for evaluating <br />ambient seasonal and annual variations in streamflow and selected <br />water-quality variables in the Trout Creek basin and an associated <br />reach of the Yampa River, in northwestern Colorado. In addition, <br />this model was to be applied to assess anticipated changes due to <br />impacts of coal mining in areas underlying Foidel Creek and Fish <br />Creek, tributaries of Trout Creek, which flows northward into the <br />Yampa River near the town of Milner, Routt County, Colorado <br />(Figure 1). <br />~r <br />Much of the historical streamflow and water-quality data for the (~ <br />Trout Creek basin had been compiled and analyzed by the USGS <br />(Parker and Norris, 1983). Extensive published hydrologic data <br />exist for the study area (Brogden and Giles, 1977; Covay and <br />Tobin, 1981; Giles and Brogden, 1978; Maura, 1981; Turk and <br />Parker, 1982; USDA SEA, 1980, 1981; and USGS, 1984 and preceding <br />annual basic-data volumes). In addition, considerable data were <br />available from Twentymile Coal Company (TCC) in monitoring <br />programs operated by that company and other corporate affiliates <br />of Getty Oil Company. <br />(. <br />-1- <br />
