•
•
Introduction
At the request of Lillyland Inc. and Colorado Mined Land
Reclamation, a data recovery plan has been prepared for site
SMN3760. The site is located in west-central Colorado,
southeast of the town of Natuzita. It is found in T. 46 N., R.
15 W., Section 33, N.M.P.M. (Figure 1).
The purpose of the recovery plan is to preserve significant
information found in Locus A of the site from the imminent
impact posed by the Phase I action of the Hamilton Mine. Site
SMN3760 will be directly and adversely affected (100$) within
six months by the proposed strip-mining operation. The proposed
excavation will take approximately two weeks and should occur
between July 20th and August 30th to meet the construction
schedule. '
Grand River Institute (GRI) will conduct the proposed
investigation. GRI has conducted numerous surveys and
excavations in western Colorado over the past 12 years. Carl E.
Conner will be principal investigator/field director, and will
be assisted by a crew of one or two assistants who will be
supervised by Rebecca L. Hutchins.
Site 5ME3760, which was tested by GRI during June of 1991,
was found likely to yield additional significant information and
was evaluated as eligible to the NRHP. Because depth of
cultural fill was found only in Locus A, it was the only part of
SMN3760 considered significant and was flagged for avoidance.
The Hamilton Mine operators will avoid this portion of the site
until it is mitigated. A map (to scale) of the site showing the
location of Locus A is provided in Figure 2.
This work is being done to meet requirements of the Surface
Mining Control and Reclamation Act of 1977 (30 U.S.C. Sec.
1201), the National Historic Preservation Act (NHPA) of 1966 (as
amended, 16 U.S.C. 470 et seq.), the National Environmental
Policy Act (NEPA) of 1969 (42 U.S.C. 4321), Executive Order
11593 (36 F.R. 8921), the Historical and Archaeological Data-
Preservation Act (AHPA) of 1974 (16 U.S.C. 469), the Federal
Land Policy and Management Act of 1976 (43 U.S.C. 1701), the
Archaeological Resources Protection Act of 1979 (16 U.S.C. 470aa
et sea., as amended), and Article 80.1, Colorado Revised
Statutes. This data recovery plan is written according to
guidelines set forth by the Colorado Preservation Office of .the
Colorado Historical Society.
2
