<br />structure of a mitigation plan that must be developed for each <br />sits determined to be eligible for listing in the NRHP. <br />Determinations of Effect <br />The sites were assessed in terms of professional <br />discretionary observations concerning the degree of effect. <br />Each site recommended as eligible or potentially eligible <br />(needs data) for listing on the NRHP was evaluated for <br />probable effect or adverse effect that will be caused by the <br />construction of the proposed haul roads, mining activities and <br />soil storage areas. Figure 1 shows the relationship between <br />the sites and the probable areas of direct impact. Secondary <br />impact from the affects of the construction activities <br />(erosion, etc.), and the potential for vandalism caused by the <br />increased activity and access in the area should be addressed <br />in any final determinations of effect. Final determinations <br />of National Register eligibility and effect should be sought <br />from the controlling state agency in consultation with the <br />State Historic Preservation Officer (SHPO). <br />Sites 5MN3760 and SMN3761 evaluated as field eligible and <br />• needs data, respectively, will apparently be directly <br />affected by the proposed mining activity. <br />Management Recommendations <br />Five prehistoric archaeological sites were identified <br />(SMN3760-5MN3764), two historic EuroAmerican sites (5MN3765 <br />and SMN3766) and four isolated finds (SMN3767- SMN3770) were <br />located and recorded. Sites and isolated finds SMN3762- <br />SMN3770 are field evaluated as not eligible to the NRHP, and <br />no further work is recommended. Sites 5MN3761 and SMN3760 <br />evaluated as field eligible and potentially eligible, <br />respectively, will apparently be directly affec*_ed by toe <br />proposed actions. It is recommended both be tested to make <br />final determinations of their eligibility to the NRHP. <br />Should Colorado Mine Land Reclamation in consultation <br />with the State Historic Preservation Officer (SHPO) and the <br />Advisory Council on Historic Preservation agree that the sites <br />field evaluated as eligible and needs data be listed on the <br />Register and that they will be adversely affected, then a <br />Treatment Plan--which outlines "courses of action that could <br />avoid, mitigate, or minimise any adverse effects on such <br />properties" (36 CFR 800.5 fb][3])--should be formulated and <br />• undertaken.
