Industry Description <br />1. Type o~Industry: Colowyo Coal Company L.P. ("Colowyo ") operates a Inrge, multiple pit, surface coalmine currently <br />pro uc~tllion tons per year. T'he current facility wide air permit allows coal production to expand to 9.0 million <br />tons per year. The facility uses draglines, trucks, and shovels ro mine coal. Ei htsepporate coal seams are mined in theEast <br />Pit; a single seam is mined to Section 16. Colowyo began developing the ~est Pft in 1994. This pit wr71 eventually be <br />similar to the East Pit in size and seam configuration. <br />Five outfalls (00/A, 004A, 007A, 008A and 009A) serve ppartially reclaimed areas. However, full bond release for these <br />areas is not expected for at least thirty or forty years. As no total site served by one of the referenced ponds meets the <br />definition ofpost-minrng areas found in 40 CFR 434.11(k), this permit will consider these the outfalls as serving active <br />minrng areas for determination of[he appropriate effluent rmitattons and other permit con rnbns. At this time, no outfalls <br />authorised under this permit are subject to post-minrng regulations. <br />2. Sources to theTreatmentSstems:Thefacilirygeneratessurfaceruno and maygeneratepumpagefromminingpitareas <br />and waterfrom misce aneous sources, all on an intermittent basis. ese waters are all routed to the various sedimentation <br />ponds for treatment and discharge. <br />Table II-1 specifies which sources are treated in sppeci c pond systems, as well as latitude and longitude locational and <br />receiving water:nformation. TablelV-l gives pondvoumes,dischargeflowsandpreci itation(designstorm data. Once <br />water enters a pit, :t typically is considered by the Division as 'process water "for dif~entiation because of the potential <br />longer exposure to pollutants, and additional consideration is necessary to evaluate the need or appropriate effluent <br />limitations and accompanyingpermitconditions. The exception isfor water that enters an upper ench area ofa pit, which <br />is pumped out to anal er pit The permittee has presented a strong argument Thai such water is similar in behavior and <br />characteristics to surface runoff. <br />Vehicle wash water may include potentially toxic pollutants removed from the outside, underside and engine compartment of <br />vehicles at the mine site. Examples are oil and grease from the enggine and other mechanical corn onenis on the vehicles, <br />gasoline, and other fuel constituents represented by benzene, ethylbenzene, toluene and xylene (BE~Ta), and iron from coal <br />dust. <br />No sanitary wastes are discharged [o state waters through the permitted outfalls. Wastewater from the shops, production <br />offices, and human resources office are treated in anon-discharging, unlined, aerated pond system and disposed using <br />percolation or evaporation. Sanitary wastewater from the rematnrngfacilities are all treated in septic systems. A "treatment" pond is one, which retains sediment and <br />wafer for a calculated duration to ensure a discharge standards for total suspended sofuts, and settleable solids are achieved <br />3. Chemicals Used: The permittee indicated that there are products consumed on-site that have the potential to be in the <br />e uenr discharges. These~roducts are summarized in the table below. In addition, thepermiaee is aware thatpit pumpage <br />water will likely need additional treatment before it can be pum ed to a pond; this may include settling with the and of <br />jlocculants and/or coagulants [o improve the quality of discharged waters. The permittee is testing various <br />flocculants/coagulantsandtheir effectiveness in settling outfrneparticles,coalfines.
