EXHIBIT E <br />RECLA4fATI0N PLAN <br />Reclamation of the area lying north of the Yampa River and proposed <br />to 6e mined under this permit will he to provide a small. lake with picnic <br />areas and parking for users of the site. In cruatiug the lake an <br />embankment will be constructed first along the river and near the western <br />boundary of the area mined. The U.S. Army Corps of Engineers has been <br />contacted concerning the necessity for a 404 Permit to conduc[ this <br />activity. Maximum slopes of Che embankment will be no steeper than a <br />ratio of 2:1 (horizontal to vertical ratio) except from 5 feet above to <br />10 feet below the expected water line where slopes will not be steeper <br />than 3:1. It is not anticipated that swimming will be permitted at this <br />site. <br />The operator presently has adjudicated two wells on the property <br />as found in Exhibit C. The Division 6 office of the State Water Engineer <br />has been contacted for his recommendation un appropriate acCion Co insure <br />satisfactory rights to store the water in the proposed lake. <br />Once a substantial area of the embankment is constructed, topsoil <br />will be spread as evenly as practicable on the surface anticipated Co be <br />above the normal high-water line and seeded as recommended by SCS. Fertil- <br />izing will occur at the rate recommended by SCS. After seeding a clean <br />straw or hay mulciz will be applied to the seeded area and crimped into <br />the soil at a rate of 1%zT per acre. It is not expected that the slope <br />of the embankment along the Yampa River will be topsoiled and seeded. <br />This area will be riprapped with material found on-site to prevent erosion. <br />
