A second major element to the first two phases of the mining <br />operation is the development and implementation of a master bank stabil- <br />ization plan to protect the property from tlw encroaching Yampa River. <br />The U.S. Army Corps of Engineers has been contacted concerning this pro- <br />posed activity. It is expected that the bank stabilization plan will <br />be cooperatively developed with the Corps over the next one to two years <br />and then implemented and completed by the end oL 1990 as a part of <br />Phase II. <br />Phase III is anticipated to occur throughout the 1990's and will <br />commence with the stripping and storing of topsoil along the western <br />boundary. The sand and gravel will then be removed at a rate dictated <br />by market conditions. Once mining is completed the area will undergo <br />reclamation as specified on the post-mining map, Exhibit P. <br />The proposed operation will not create the need for any changes <br />in the access roads into the permit area. Roads within the permit area <br />will change as the location of mining changes. Once an area has been <br />mined and is undergoing reclamation, access roads to that area will also <br />be reclaimed. <br />Stockpiles of gravel, the crusher, concrete batch plant and wash pond <br />will remain in their present locations throughout the life of the mine. <br />It is anticipated that the area previously occupied by an asphalt batch <br />plant will be retained during the life of the mine for such similar use. <br />There is some possibility, based on tl~e local economic situation, <br />that an additional mining phase could occur on the South side of the Yampa <br />River. This activity will probably not start until near the turn of the <br />century. As now envisioned, it would be similar in nature to the <br />D-2 <br />
