Stormwater Manatement Plan (SWMP) (continued) <br />3) Stormwater Qttaliry Controls <br />Each mining site covered by this permit shall develop a description of stormwater quality controls appropriate <br />for that site, and implement such controls. The appropriazeness and priorities of controls in the plan shall <br />reflect identified potential sources of pollutants at the site. The description of stotmwater quality controls shall <br />address the following minimum components, including a schedule for implementing such controls: <br />a. SWMP Administrator -The SWMP shall identify a specific individual or individuals within the mining <br />organization who is responsible for developing the SWMP and assisting the mine operator in its <br />implementation, maintenance, and revision. <br />b. Materials Handline and Soill Prevention -Where materials can impact stormwater runoff, BMPs that reduce <br />the potential for contamination shall be described. For example, materials should be stored and handled in <br />covered areas whenever possible to prevent contact with stormwazer; fuels and other chemicals should be <br />stored within berths or secondary containment devices to prevent leaks and spills from entering stormwater <br />runoff. <br />c. Erosion and Sediment Controls - Describe BMPs that will be used to reduce erosion and prevent sediment <br />delivery to State waters. These should include structural (such as silt fences, sediment ponds, drop <br />structures, check dams) and non-structural (such as mulching and revegetazion) methods. <br />• Whenever a facility or a portion of a facility enters the post-minine phase, it is likely that the overall <br />wttfiguntion of the site will change considerably. Prior to the time when new vegetation becomes <br />established, the surface azeas will be subject to potentially significant erosion. The permittce will need to <br />take adequaze measures in order to minimi~r this erosion as well as the erosion normally enwuntered <br />during mining activities. <br />d. Identification of Discharees other than Stormwater -The stormwa[er conveyance system on the site shall be <br />evaluated for the presence of discharges other than stormwater, such as mine drainage, spoil springs, <br />sanitary waste, or process water of any kind. The SWMP shall include a description of the results of any <br />evaluation for the presence of discharges other than stormwater, the method used, the date of the <br />evaluation, and the on-site drainage points that were directly observed during the evaluation. <br />b) Facility [nsoections <br />Qualified personnel identified by the operator shall make a comprehensive inspection of their stormwa[er <br />management system, at least twice per year (in the spring and fall), except as provided in paragraphs d and e, <br />below. These comprehensive inspections must be documented and summarized in the Annual Report (see Part <br />I.D.2. of the permit). <br />1) Material handling azeas, disturbed areas, areas used for material storage that aze exposed to precipitation, and <br />other potential sources of pollution identified in the SWMP in accordance with Part I.B.2.a)1) of this permit <br />shall be inspected for evidence of, or the potential for, pollutants entering the drainage system. Strucmra! <br />stotmwater management measures, sediment and wntrol measures, and other strucmral pollution prevention <br />measures identified in the plan shall be observed to ensure that they are operating correctly. A visual inspection <br />of equipment needed to implement the plan, such as spill response equipment, shall be made. <br />. 2) Based on the results of the inspection, the description of potential pollutant sowces and pollution prevention <br />measures identified in the plan shall be revised as appropriate within two weeks of such inspection. Such <br />revisions shall provide for implementation of any changes to the plan in a timely manner, but in no case more <br />than 90 days after the inspection. <br />
