EXHIBIT F -List of Other Permits and Licenses Required <br />L Archuleta County Conditional Use Permit for extractive industries issued by and through the Archuleta <br />Boazd of County Commissioners is required. Once mined and reclaimed the site will be used as a <br />developed water resource (pond) and for the local enhancement of wildlife habitat. The mining, <br />processing, stockpiling of materials and reclamation operations at the site aze planned to occur during the <br />same season. Stockpiled material will be removed within approximately 12 to IS months. <br />2. The site will be mined and the aggregate material crushed processed and stockpiled during a single <br />mobilization. The contracted crusher operator will provide the requred Air Quality Permits and any other <br />associated permits for its' mobile equipment and crushing operations. Nielsons/Skanska, Inc. of Cortez, <br />Colorado has proposed to the Applicant/Owner that it will contract to conduct the mining, processing and <br />stockpiling operations at the site. Nielsons/Skanska also will be purchasing a large proportion of the <br />commercially available processed roadbase material for anticipated future use for local CDOT projects. <br />Material will also be available for other local contractors for commercial purchase. <br />3. The U.S. Army Core of Engineers has been contacted to inquire whether a 404 Permit would be requred <br />for the proposed operation. The USCOE office located in Durango, Co. indicated that a 404 Permit will not <br />be required as the proposed area of operations is not within the San Juan River channel and will not affect <br />associated wetlands and willow breaks. The USCOE has requested that it be notified when the pond <br />installation and reclamation has been completed by the owner. <br />4. A Gravel Pit Well Permit Application will be filed with the Colorado Division of Water Resources after <br />the applicant receives the 110 Reclamation Permit from the DMG. The Colorado Division of Water <br />Resources, Durango, CO.Office, has informed the applicant that the proposed permit area is not located <br />within a "water critical azea" and an augmentation plan or ageement will not be required due to the <br />availability of water rights in the azea. A well is planned to offset water losses from evaporation from the <br />surface of the proposed 5 acre pond which will occupy the excavated pit area upon reclamation. <br />5. A Stormwater Permit for Sand and Gravel Operations has been applied for from the Colorado <br />Department of Public Health and Endvonment, Water Quality Control Division. <br />
