<br />' EXPLORATION PLAN AND APPLICATION FOR FEDERAL COAL LICENSE FOR THIRD <br />PARK <br />1.0 INTRODUCTION <br />Western Fuels-Colorado, LLC (WFC) is submitting an exploration license application for an area <br />of unleased, federal land in western Colorado. Third Park is thought to possess enough coal to <br />extend the life of the existing New Horizon Mine. The New Horizon Mine provides coat for the <br />Nucla Station which is owned by Tri-State Generation and Transmission Association. <br />Exploration. Drilling and coring throughout Third Park is necessary to evaluate the coal quantity <br />and quality. If coal of good quantity and quality is found in Third Park, it could be mined to <br />supply fuel for the Nucla Station through 2035. <br />WFC anticipates drilling on the open federal land to commence in late summer or early fall of <br />2007. This time frame should allow for the completion of the Environmental Assessment or <br />Environmental Impact Statement of the proposed coal exploration drilling program. <br />This plan includes a description of the geology; environmental conditions; location; land <br />ownership; exploration program; exploration holes; access reclamation procedures; and a <br />tentative schedule of the drilling program. <br />1.1 EXPLORATION PLAN OPERATOR <br />WFC will be responsible for all operations conducted under this exploration license. This notice <br />will invite the public to participate in the exploration program under the license on a prorated <br />cost-sharing basis.
