continuous throughout the growing season in every year. where grazing occurs on reclaimed <br />• and adjacent lands under control during the liability period; area to be grazed, proper <br />stocking rates, and grazing periods will be specified to the grazing lessee. This <br />information will be based on vegetation production data from monitoring studies, size of <br />pasture units, and management needs such as rest or grazing deferments. Any interim <br />fencing will be established towards the need for special management or consideration of <br />the ongoing mining operation. The permit area will be fenced to exclude livestock and <br />access to non-mine personnel. Rouever, upon completion of operations and reclamation <br />activities, permanent fencing will be emplaced as soon as possible. The final fencing <br />patterns will approximate premining patterns or current property owner boundaries at the <br />time in order to restore the premining pasture units. Stockwater ponds removed by mining <br />will be replaced in the postmining landscape either as close to the original location as <br />practicable or in locations to improve management. Additional stockwater tanks may be <br />constructed in drainages to stabilize the landscape and provide additional water. These <br />tanks will be designed and permitted as needed. Sediment ponds will be considered for <br />retention as well. <br />• The haul road from Routt County Road 27 to the interior of the mine area will be regraded <br />to a 20 feet shoulder to shoulder width and retained on the postmine landscape as a light <br />duty, limited access road. ALl areas adjacent to the road will be permanently reclaimed. <br />Management of wildlife will be nonintensive, with free use of the areas by big game and <br />other species allowed. Observations of wildlife use on reclaimed lands will be made; <br />houeve r, intensive management of wildlife will be the responsibility of the Colorado <br />Division of Yildl ife. The Yoast Mine will cooperate with the Division when and where <br />possible and will continue its policy of restricted or prohibited hunting (based on mine <br />safety considerations) and non harassment of wildlife on the mine property. <br />As required by Rule 2.05.5(1)(b), Seneca Coal Company will request comments on the <br />postmining land use from the legal or equitable owners of record of the surface of the <br />permit area and the state and local government agencies which would have to initiate, <br />implement, approve, or authorize the proposed use of the land following reclamation. <br />Copies of the comments received by Seneca Coal Company will be forua rded to CDMG for <br />inclusion in the permit. <br />• <br />7 <br />
