• 4.05 HYDROLOGIC BALANCE <br />4.05.1 General Requirements <br />The crushing, screening, and loadout activities at the Mt. Harris <br />operation will be conducted to minimize chances in the hydrologic <br />balance in both the permit and adjacent areas, and to prevent long-term <br />adverse effects in the balance that might result from the activities. <br />It should be noted that the loadout facilities are located in an area <br />that has seen extensive disturbance from previous mining activities <br />since the turn of the century. <br />The postmining land use for the Mt. Harris Loadout will be for <br />industrial use. Since the land use is consistent with the pre-mining <br />land use, changes in the hydrologic balance will be minimized so that <br />the postmining land use of industrial uses will not adversely affect the <br />surrounding area. <br />• It is planned that an embankment and a small sedimentation pond will be <br />used to prevent any discharge greater than a 10-year, 24-hour event from <br />leaving the site. Likewise, no acid-forming or toxic-farming materials <br />are present in the area which would require any special handling. No <br />coal processing waste will be produced. As discussed in Section 2.05.4, <br />Mt. Harris will plan to cover the area after reclamation with 2 inches <br />of gravel to prevent wind or water erosion. <br />4.05.2 Water Quality Standards and Effluent Limitations <br />The permit area of the Mt. Harris loadout will be surrounded by an <br />embankment which will prevent water from exiting the affected area. <br />This water will be routed to a sedimentation structure such that no <br />water will be allowed off the site. The embankment and sedimentation <br />pond have been designed and will be constructed and maintained to <br />effectively trap sediment from runoff resulting from a 10-year, 24-hour <br />• precipitation event. Drainage from the operational area is not <br />anticipated to create any problems with regard to adjacent water <br />4.05-1 <br />
