r 1 <br />U <br />4.03 ROADS <br />x.03.1 Haul Roads <br />Wo haul road construction will be necessary at the Mt. Harris Coal <br />Company. All highway trucks used to haul coal to the facility are using <br />the same road as used by facility employees and customers. This road is <br />shown on the Facilities Map (Map 5). The road from State Highway 40 to <br />the facility location has been in existence for 50 years. No upgrading <br />or widening of the road is planned. The road is currently located on <br />stable terrain and will be maintained according to the requirements of <br />4.03.1. Mt. Harris Coal Company will maintain this main road throughout <br />the life of the operation with repairs including blading and filling of <br />potholes and replacement of road surface material as necessary. <br />LiE;ewise, watering for dust control will be implemented as necessary. <br />The main access road will be left in place after completion of <br />reclamation to retain access into the area. Since the road has been in <br />• place for many years prior to the Mt. Harris Coal Company, it is planned <br />to leave the road in place at final reclamation. All roads will be ler't <br />in place as a part of the post-disturbance land use as an industrial <br />si±e. <br />4.03.2 Access Roads <br />• <br />As discussed in Section 4.03.1, the main road will be used both as a <br />haul road and as an access road to the property. This access road will <br />be utilized and maintained to control or minimize erosion, siltation, <br />air and water pollution, and damage to public or private property. The <br />existing grade alignment of the access road will be adequate for the <br />volume of traffic and the weight and speed of vehicles using the <br />facility. As stated in Section 4.03.1, the access roads will be left in <br />place at reclamation. <br />5.03-1 <br />
