Mr. Charles Kimzey -4- August 19, 1983
b. The ponds in the Leischuck Pit must be explained more fully. My
comments about this under Exhibits B and C should be referenced.
c. Is water to be used in any of these three operations?. If so, how
much is to be used, and what is the water right involved?
Exhibit E
1. How will the water pits (ponds).in the Leischuck Pit be incorporated
into the reclamation plan?
2. With the exception of the Burns Pit, the S.C.S. plan mentions the lack
of topsoil (even though topsoil information is given) due to the status of the
areas as old, existing pits. Obviously, if these pits are to be used for
years to come, new areas will be opened up that have existing topsoil. The
reclamation plan should describe how much topsoil will be available, where it
will be stripped from, and how it will be used in the reclamation of the
entire pit. Reclamation with no topsoil at all would be much more difficult.
3. The reclamation plan for the Dole Pit should describe how the two pits
will interact (in terms of sloping and re vegetation).
4. The S.C.S. revegetation plan for all three operations looks quite good
and should be followed closely. However, the use of all available topsoil
should be incorporated into the plan. This may require further consultation
with the S.C.S.
Exhioit H
1. All operations have an accompanying performance warranty that is
acceptable, with one exception. Each warranty will need to have the legal
description for the operation added as Exhibit N.. I will do this for each
operation(unless I get an objection to this procedure from you).
I realize that I have asked a large number of questions about these
operations. However, these matters must be clarified before the Board can
consider the applications. Please feel free to call me on Monday or Tuesday.
I will make every effort to help you get these three applications ready for
the August 24-25, 1983 meeting.
Sincerely,
• ~"
Mark S. Loye
Senior Reclamation Specialist
MSL/mmt
Ib c. No. 4994
