• 4.15.4 Mulching and Other Soil Stabilizing Practices <br />The regraded and topsoiled areas will be treated with mulch as set forth <br />in Section 2.05.4 to reduce erosion, promote germination of seeds, and <br />increase the moisture retention capability of the soil. The mulch will <br />be kept in place using a tactifier or netting to ensure effective <br />protection of the soil and vegetation. In addition to the mulching <br />plan, other erosion control methods will also be utilized on the <br />reclaimed area. The material will be graded to minimize long and <br />uninterrupted slopes. The topsoil respreading will be done along the <br />contour, as much as possible, and will be followed by chisel plowing and <br />contour furrowing on steeper slopes. The use of contour furrowing on <br />steeper areas will reduce the formation of any rills or gullies from <br />surface runoff. <br />4.15.5 Grazi <br />• Because of the compact nature of the reclaimed area, and the proposed <br />post-mining land use as undeveloped land and limited residential use, no <br />grazing will be conducted on the reclaimed area. Therefore, the <br />requirements of this Section are not applicable to the application. <br />4.15.6 Field Trials <br />No field trials for vegetation are anticipated for the mining operation. <br />4.15.7 Determining Revegetation Success: General Requirements and <br />Standards <br />The area of surface facility relocation is extremely compact, <br />approximately 5 acres in size. Likewise, this area has been previously <br />disturbed by the facilities of past underground mining activity and <br />several residential structures. Therefore, the Bear Coal Company <br />• proposes to measure the success of revegetation based on local <br />environmental conditions and other available data for similar sites. <br />REVISED <br />4.15-2 NOVEMBER 1983 <br />
