• Properties Company traded the old easement fora 40' easement along the <br />road's present location. The easement was granted for the purpose of <br />establishing access to public lands to the south and west of the permit area. The <br />road is maintained by the mine operator only up to the Cameo Borrow Area #2. <br />Beyond that point no maintenance is pertormed. Additional portions of this road <br />will be upgraded from the borrow area to the CRDA No. 3 when needed. This <br />Haul Road to CRDA No. 3 is shown on Exhibit No. 52. The Operator does not <br />plan to construct CRDA-3 at this time since the mine is idle and is not expected <br />to operate in the foreseeable future. <br />During the construction of refuse piles, temporary roads will be established as <br />necessary within the proposed disturbance area to facilitate the placement of <br />waste material. A road will commonly be installed up the face of each pile. The <br />road on the face will have a grade of 8-10% and a width of 30' including a berm <br />and ditch. These roads may be constructed with refuse material. The projected <br />• location of roads on CRDA Nos. 2 and 3 are shown on Exhibits 51 and 52. <br />Access Road #4 will be used to access CRDA No. 1 with cover material. Topsoil <br />and associated vegetation will be salvaged to a depth of 6" from the cut and fill <br />areas where possible. The weathered sandstone and shale outcrop in this area <br />will limit the availability of topsoil. The majority of the run-off from this road is <br />directed to Ponds 6 and 11. See Exhibit 9B. <br />Access Road 10 (not listed in Table 13-2) was used as a temporary ramp from <br />the Cameo Borrow Area No. 2 (CBA-2) into the CRDA 1. All but 0.01 acres is <br />within proposed disturbance boundaries of CBA-2 and Access Road 4. The <br />small additional disturbance is a rock outcrop with no salvageable topsoil. <br />Topsoil on previously permitted portions of the road was salvaged in <br />• 13-3 (Rev. 02/02) <br />
