The Division of Minerals and <br />Geology (DMG) has reviewed your application, and has only three unresolved issues <br />at this time. They are as follows: <br />1. On p.29 of Exhibit E, the Reclamation Plan states that "fertilizer will be <br />added to the seedbed ac the same time that seeding is performed and will be <br />added, if it is needed, to improve vegetation in the years after the initial <br />seeding to improve the vegetative cover and productivity." It was stated <br />earlier that "B&B will collect samples of the redistributed soil, have it <br />analyzed, and add fertilizers specifically designed for the actual soil <br />conditions and proposed revegetation plan. This will be done before any <br />reseeding of two or more acres at any time." This is acceptable. <br />2. While the SCS report states that the current cover of the site is 258, DMG <br />does not believe that the proposed final cover of 22.58 is adequate. According <br />to Rule 3.1.10(1), "land shall be revegetated in suet. a way as to establish <br />a diverse, effective, and long-lasting vegetative cover that is... at least <br />equal in extent of cover to the natural vegetation of the surrounding area." <br />As such, DMG can not accept a commitment to any pre-determined percentage of <br />vegetative cover. Please change this statement. <br />3. The seed mix chosen for the site is acceptable in the choices which are <br />present, but DMG is committed by Rule 3.1.10(5) to "ensure the establishment <br />of a diverse and long-lasting vegetative cover." The Division recommends that <br />two to three additional species be added to the current seed mix from the <br />baseline species list given by the SCS, including bluegrass, fescue, needle- <br />and-thread, Indian ricegrass, and June grass. <br />The decision due date for your application is July 21, 1997.
