Box 535 <br />Somerset, CO 81434 <br />Re: Geotechnical Analysis of Proposed II West Coal Refuse Facility, <br />Oxbow Mine, Somerset, Colorado <br />Deaz Mr. Kiger: <br />This letter summarizes the results of our evaluations regazding the geotechnical analysis of the II <br />West Coal Refuse Facility at the Oxbow Mine in Somerset, Colorado (.Figure 1). At the request <br />of Oxbow Mining Inc., Environmental Strategies Corporation performed the following activities: <br />• geologic mapping program of the proposed refuse pile area <br />• developed contours of the new proposed refuse pile <br />• calculated storage volumes of the new refuse pile <br />• slope stability of the proposed refuse pile <br />• geophysical study at critical locations on the waste pile <br />Proposed New Refuse Pile <br />Pronosed Configuration <br />The proposed new refuse pile plan and cross-section are shown on Figures 2 and 3. The <br />proposed configuration of the new refuse pile is as follows: <br />• slopes constructed at 2 horizontal to 1 vertical <br />• ten foot wide benches every 50 foot elevation intervals <br />• abase elevation of 6,050 MSL and a maximum elevation of 6,250 MSL <br />• a maximum storage capacity of 382,000 cubic yards <br />Reston, VA • San Jose, CA • aoxborough, MA • Pittsburgh.
