s
Consulting • Engineering • Remediation
September 13, 1995
Mr. Don Marostica
Mr. Joe Tarantino
CTM Place LLC.
4190 North Garfield Avenue
Loveland, CO 80538
Re: Floodplain development Issues
Dear Messrs. Marostica and Tarantino:
• iii iiiiiiiiiiiu iii
sss
1601 Prospect Parkway
Fort Collins, CO 80525
(970)493-8878
FAX (970) 493-0213
As agreed to at the DRT meeting on August 30, I met with Mr. John Slavik of the City of
Loveland Building Department to discuss the procedures and requirements for applying for
a floodplain development permft. The meeting was held at 2:00 PM on Wednesday,
September 6 in Loveland and also included Mr. Bob Barkeep of the planning department.
The first part of the meeting was devoted to a discussion of the floodway boundary currently
shown on your site development plans. I explained to Mr. Slavik that the boundary is based
upon a surcharge of 1 foot akhough the site is currently within the county where aone-half
foot surcharge is required in determining this boundary. He was well aware of the distinction
and since it is anticipated that the site will be annexed by the City of Loveland he confirmed
that the floodway fora 1 loot surcharge is the correct boundary to show on the plans. I
suggest that you invite Mr. Slavik to any future meetings where floodplain development may
be an issue because he will clearly represent that the floodway boundary shown (1 toot
surcharge) presents no technical problems to development.
The second part of the meeting was focused on the process and requirements for obtaining
a floodplain development permit. The following specifiq items will be required:
• Floodplain Development Permft: Prior to any construction within an ident~ed
special flood hazard area (100 year floodplain) a floodplain development permit
must be obtained from the Floodplain Administrator (Mr. John Slavik) through
Loveland's building department. A sample form is attached. The form must be
accompanied by maps, surveys, plot plans, and building plans as discussed in
more detail in Loveland's floodplain building codes (Chapter 15.14 of city building
codes; Section 15.14.070, Administration). The plans must be certified by a
registered professional engineer or architect to ensure that the floodproofing
methods incorporated in the plans meet the criteria in the building code.
