0
• test samples. Direct shear tests of the composite sample were limited to particles
smaller than 3/8 inches. To better simulate the full-sized sample, the plus 3/8-inch
materials were screened from the composite samples to be tested and replaced with
#4 sieve to -3/8-inch material. A standard Proctor moisture-density test (ASTM D
698, AASHTO T 99) was performed on the composite sample with the + 3/4 inch
particles excluded. Laboratory test results are shown on Figs. 4 through 7.
COAL PROCESSING WASTE PILE CONDfIIONS
Project History
The general location of the coal processing waste pile is shown on Fig. 1. We
understand the permit for the pile construction was obtained in July of 1987, with
initial waste placement soon thereafter. At the time of the current field investigation
(November of 1995) the waste pile had been filled approximately to elevation 7160.
The topography of the existing waste pile is shown on Fig. 2 based upon survey
• information provided by Basin Resources. The survey was based on a~ flig~it•-
perfor~med on-Nlar.ch 23, 1995.=Ba'sin, Resources, Inc. indicated that acJditional coal: .
waste was placed along the:face of;the,'pile•subsequent to the 1.9.95 survey and that
the cur•[ent configuration of.the pile is sloped-between 2.0;7„and 2.5:1 for they entire
..-s
height. of ;the pile.
We were not provided information regarding the construction of the waste
pile. We assume that the natural ground surface was stripped of vegetation and
topsoil prior to waste placement and that the waste was properly compacted. We
have performed quarterly density testing of the coal processing waste pile from
March, 1995 to the present under Job No. 22,905. The results of the testing
indicated adequate compaction.
