Analyses were also conducted with an effective shear strength in the refuse
material of 30 degrees. These analyses yielded minimum calculated factors of
safety above 1.5 and 1.1 for static and seismic conditions, respectively.
These analyses indicate that factors of safety calculated for the Golden Eagle
refuse pile are above minimum criteria (dictated by the Colorado MLRD), based
upon the conditions and geotechnical characteristics outlined in this letter.
