2-30 <br />• 2.4.3.1 Refuse Placement Strategies <br />It is not anticipated that the scraper used to transport the <br />refuse material will have difficulty compacting the refuse <br />material as it will be able to vary the thickness of each lift <br />so that adequate compaction will be achieved. <br />Methods available to Salt Creek Mining Company for compaction <br />are numerous and CMLR will be notified of any change in com- <br />paction strategies which must be undertaken to achieve proper <br />density. <br />Salt Creek Mining Company must generate refuse before it can be <br />analyzed to determine proper density of compaction. This data <br />along with parameters affecting stability will be analyzed and <br />submitted to CMLR while the refuse area is first being installed <br />so that any change in placement strategies necessary to insure <br />• long term stability may be made and approved before hazards are <br />encountered. <br />To insure that fine (-;") refuse is not segregated forming zones <br />of weakness in the refuse area, only 4 inch lifts of fines will <br />be deposited on the pile. The fines will then be mixed with pre- <br />viously deposited material by scarifying and/or discing to produce <br />well mixed material before compacting. Prior to depositing addi- <br />tional fines, another layer of coarse material will be deposited. <br />At full production, 30,000 cubic feet of fines will be generated <br />over a six month period (2.2~ of total refuse). The surface area <br />of the refuse area will vary from a minimum of 22,000 ft.2 during <br />Phase I to a maximum of 59,000 ft.2 during Phase III. Therefore, <br />a 4 inch lift of fines will amount to 7,300 ft.3 during Phase I <br />and 19,700 ft.3 during Phase III. Adequate material (+4") and <br />time (six months) will be available to insure proper fines mixing. <br />. Mixed fine and coarse refuse will be analyzed to determine effects <br />on stability of the refuse pile. Results will be submitted to <br />CMLR for evaluation and approval. <br />1/17/83 <br />
