2-19 <br />2.3.7 Sedimentation Controls <br />. Surface runoff from the areas disturbed by the central facili- <br />ties area, including the refuse disposal site, will be collected <br />and conveyed into appropriate sedimentation ponds isee Figures <br />2.2-3.1S and 2.2-7.1S). The ponds and conveyances have been <br />designed in accordance with all applicable criteria (see Appen- <br />dix As) and will be covered by an NPDES permit (effluent) prior <br />to construction proposed in this application. <br />2.3.8 Erosion Control <br />Erosion controls will be consistent with those considerations <br />and measures approved in the original Munger Canyon Mine Permit, <br />No. C-020-81; Section 2.4.5.2. <br />2.3.9 Hydrologic Impact Evaluation <br />2.3.9.1 Groundwater Impact <br />Detrimental impacts to groundwater resources due to the proposed <br />• surface coal mining and reclamation operations addressed herein <br />are virtually impossible. <br />The determination is based upon: <br />° the location and minimal areal extent of the <br />proposed surface coal mining and reclamation <br />operations (surface disturbances only) <br />° depth to groundwater is approximately 35 feet <br />from the valley surface <br />° grasses and therefore the erosional balance <br />of the valley floor are not dependent upon <br />subirrigation <br />° absence of uses of the groundwater <br />There are no water wells and/or springs within a three mile <br />radius of the proposed surface coal mining and reclamation <br />operations, and therefore no impact to vested groundwater <br />rights can occur. Alternate water supplies are addressed, <br />however, in Section 2.3.9.3. <br />
