DEPARTMENT OF THE ARMY
U.S. ARMY ENGINEER DISTRICT, SACRAMENTO-~
CORPS OF ENGINEERS
1325 J STREET
REPLY TO SACRAMENTO, CALIFORNI/A~95814-2922
ATTENTION OF February 27, 2006
Regulatory Branch (200575660)
Jack Clark
Upper Animas Sand and Gravel Pit
PO Box 767
Silverton, Colorado 81433
c~c; ~ ~'E~~- F~ ~~~
~~~Ca ~.1
pp s ``V~y
/i"~i
.,u, ~ ~
y ~~
-'~i;i~ ''-:IiiF
v) 'C ,f
"' ~' n„
`~ t: ~~~ 1
G;J_r,,~
~JJ
[//~;~` An I M ccS ~v~ c
~~~L arc: f J' e J~c 4 [~ a ce
Dear Mr. Clark:
This letter concerns the Upper Animas River Sand and Gravel Pit project. This
project is located in Section 31, Township 42, Range 6, near the City of Silverton, San Juan
County, Colorado.
We have received your request for a Department of the Army permit. However, you
have not provided the information required to complete your request. Please visit our
website listed below for detailed permit notification and application information requirements.
An information checklist, along with an individual permit informational sheet, is enclosed for
your convenience. Please send the required information to my attention at the address listed
below. We specifically need the ordinary high water mark and wetland boundary locations
clearly identified on your plans. The ordinary high water mark is determine as the line on
the shore established by the fluctuations of water and indicated by physical characteristics
such as clear, natural line impressed on the bank, shelving, changes in the character of soil,
destruction of terrestrial vegetation, the presence of litter and debris, or other appropriate
means that consider the characteristics of the surrounding areas. Wetland areas should be
delineated according to the Corps of Engineers 1987 Wetland Delineation Manual. If your
activity involves a discharge of dredged or fill material below the plane of the ordinary high
water mazk of the Animas River, and/or any adjacent wetland azeas, a Department of the
Army permit will be required. If a permit is required your project will probably qualify for
an individual permit. When we receive a complete notification or application information
identified on the individual permit information sheets and have an opportunity to visit the site
during the growing season, we will process your request accordingly. Until that time, we
are withdrawing your request.
