.~ ;
t

has proven to all but eliminate microbial activity, fertility and
mycorrhizal activity in the soil. Please commit to testing the
stockpiled topsoil for levels of nitrogen, phosphorus and
potassium, immediately prior to replacement, and to incorporation
of adequate fertilizer to bring the topsoil up to standardized
acceptable levels for this region.
The application did not include a proposed seed mix as required by
Rule 6.4.5(2)(d). Please provide a proposed seed mix and
application rate that will ensure stability of the reclaimed area.
Because the application does not include documentation that
provides reasonable assurance that the residential end land use
will be realized, the seed mix and reclamation plan should provide
for establishment of preferred grasses, (orbs, trees and shrubs so
that the site is adequately reclaimed even if the proposed end land
use is not realized.
Please commit to a seed mix that will include et least one legume
to aid in maintaining adequate nitrogen levels in the replaced
topsoil. The legume seed should be inoculated prior to
application.
The correspondence from the Soil Conservation Service states that
they provided a recommended seed mix. The application did not
include the SCS recommendations. Please submit their
recommendations to the Division.
How will the reclamation plan address the concerns stated by Rick
Sherman, Colorado Division of Wildlife, in his letter to Tuttle
Applegate dated November 30, 1994?
Please indicate the type and application rate of mulch to be used
in the hydromulching operation.
If you have questions or are in need of additional information,
please contact me at the Durango Field Office, 1474 Main Avenue,
Room 223, Durango, Colorado 81301, phone no. (303) 247-5062.
Sincerely,
..i/~+
Steve S. Shuey
Environmental Protection Specialist
cc: Scott Smith
Ramon Escure
