• The seed mixture will be the current years' tested seed cover, and will be <br />placed by either a drill seeder or by broadcast seeding. The use of a drill <br />seeder necessitates h~3ving slopes less than 3:1 (33 percent). Drill rows <br />will be 20 to 25 centimeters apart. The seeder will be followed with a <br />packer or roller. If the seed is broadcast, the amount of seed shown above <br />will be doubled. <br />Application of fertilizer is probably not necessary, considering the nature <br />of the soils of the area. However, the application of fertilizer at <br />relatively low rates of 50 lbs/acre N and 25 lbs/acre D~:will encourage <br />higher species diversity and will allow the less competitive species of <br />fortis to become established before facing intense competition from grasses. <br />It is currently planned to apply fertilizer by broadcasting. <br />Following seeding, straw mulch will be applied at a rate of approximately <br />3,000 lbs per acre. The mulch will be mechanically crimped, using a <br />straight running disc on 10-inch centers. Any prohibited noxious weeds that <br />• may appear in the reclaimed area will be controlled, as necessary, by <br />physical andlor mechanical means. <br />Based on experience gained by others in the general vicinity, no irrigation <br />will be required to establish a good stand of vegetation. Consequently, the <br />reclaimed areas will not be irrigated. <br />E.4.5 Monitoring Procedures <br />A monitoring program to evaluate "successful reclamation" will be <br />established to provide rapid recognition of problem areas and to identify <br />appropriate mitigation measures. <br />The monitoring program will be implemented by qualified personnel with both <br />practical field experience and basic knowledge of reclamation practices. <br />Current plans call for monitoring plant density and plant cover. <br />• <br />E-5 <br />
