• III IIIIIIIIIIIII III ~
DEPARTMENT OF NAT~nr,~ rttaiiurtc;t5
David H. Getcnes, Executive Director
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Director
Richard D. Lamm
Governor
January 14, 1985
Mr. J. R. Owen
Lincoln County
Lincoln County Courthouse
Hugo, Colorado 80821
Re: Ten Lincoln County 110 Permit Applications File Nos. M-84-180 through
M-84-189
Dear hlr. Owen:
I have received and reviewed your responses to my adequacy letier of
December 7, 1984 for the applications for the ten Lincoln County pits
captioned above. You have generally responded adequately to my questions,
with the exception of a few remaining questions that I will outline below.
First of all, enclosed please find a copy of your latest map submission for
ttte Jerry Withington Pit, file no. M-84-186. Although this snap helps to
clarify Lincoln County's plans for the site, the exact permit boundaries are
still difficult to ascertain from the map. The 3.5 or 5 acres proposed for
the permit area still neeD to be outlined on such a map. The area shown
within the stream between the dashed lines does not seem to measure out at
either Df these acreage figures.
Second, a statement demonstrating the County's legal right-to-enter the Jim
Larsen Pit, file no. hi-84-189 is still neeaed. A signed notarized affidavit
from the Chairman of the County Commissioners will suffice for this purpose.
I note that there will be several inputs coming in from the Soil Conservation
Service concerning vegetation and soils data and revegetation recommendations
for areas in several of the pits. I feel that this information is, in most
cases, vital for the completion of the applications involved. Therefore, if
this information is not available before the scheduled January 23-24, 1985
Board meeting, I suggest that you send me a written request for one last
continuance until the February 27-28, 1985 meeting (for the mine applications
still active).
I presume that the S.C.S. inputs will include a recommendation for the
stabilization planting of all topsoil stockpiles. If you have not made such a
request of the S.f,.S, I suygest you do so now, since I still need such a
commitment.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
