• The housing vacancy rate in the County is at 158 according to the 1980 <br />Preliminary Census; however, local studies do not support such a vacancy <br />rate. The District 10 Regional Planning Commission estimates that the <br />vacancy rate in Paonia and Hotchkiss is closer to 28, or approximately 11 <br />vacancies in each town. Delta City has approximately 92 vacant units, <br />while Crawford has approximately 16 ("An Energy Development Synopsis," <br />Reqion 10, October, 1979; CWI, January, 1980). <br />Overall, limited horsing is available in Delta County towns. The trend in <br />housing is toward mobile homes; few multi-family dwelling units are <br />available. Currently, the national economic picture does not bode well <br />for new housing starts; thus, one would anticipate that the existing <br />houses would be filled first, with mobile homes becoming more popular for <br />in-migrants. <br />2. Sewer <br />• The one municipal service that is typically rated "at capacity" by <br />District 10 staff is the towns' sewer systems. In Paonia, the primary <br />problem with sewer is the need to eliminate infiltration/inflow; once <br />infiltration can be halted then the treatment facility has the capacity to <br />handle an additional 1,440 people ("Growth Management and Housing Plan, <br />Paonia, Colorado," June, 1960, p. 5-4 ). Currently, Paonia is attempting <br />to finance Phase I of the EPA's 201 study which would provide new sewer <br />lines and an oxidation ditch. A septic tank system is used in Crawford. <br />However, a new sewer system is under construction, with completion <br />anticipated in June, 1981. Dpon completion, the system will have the <br />capacity for 1200 persons. Hotchkiss' sewer system is currently under <br />capacity ns it could handle an additional 223 people. Delta's sewer <br />system is currently nearing capacity. However, the City is planning to <br />expand its sewer treatment facility under an EPA grant. <br /> <br />21 <br />
